Through Threat and Hazard Identification and Risk Analysis (THIRA), plan reviews, facility assessments, stakeholder engagement, and gap analysis, CSO Advisory Group identifies threats, vulnerabilities, operational dependencies, and preparedness gaps. Russ Tuttle

President | CSO Advisory Group, LLC

Russ Tuttle brings more than four decades of law-enforcement, corporate-security, emergency-management, crisis-leadership, and major-event experience to CSO Advisory Group. Prior to founding CSO Advisory Group, Tuttle served for approximately 17 years as Chief Security Officer for Simon Property Group, where he held executive responsibility for security and emergency preparedness within one of the world's largest retail real-estate organizations. During his tenure, Tuttle led the development and implementation of enterprise-level security and emergency-management strategies across a large and geographically diverse portfolio. Under his leadership, Simon Property Group became the first organization in its industry to achieve U.S. Department of Homeland Security SAFETY Act Certification for its emergency-management program—establishing an important benchmark for private-sector emergency preparedness, All-Hazards planning, and organizational resilience. Before entering the private sector, Tuttle served in senior leadership positions with the Marion County Sheriff's Department in Indianapolis, retiring at the rank of Deputy Chief. His law-enforcement career included command responsibilities, major-incident management, investigative assignments, and service with the FBI Joint Terrorism Task Force. Tuttle is a graduate of the FBI National Academy, Session 222, and has completed extensive FEMA/NIMS and Incident Command System training, including ICS-300 and ICS-400.

Throughout his career, he has worked at the intersection of corporate security, emergency management, public safety, crisis leadership, and public-private partnerships. At CSO Advisory Group, Tuttle serves as an executive advisor and technical lead for complex emergency-management engagements involving All-Hazards Emergency Management Plans, Emergency Action Plans, threat and risk assessments, incident-command frameworks, operational playbooks, exercises, major-event preparedness, and organizational resilience. His philosophy is straightforward: Emergency plans must provide leaders and personnel with a structure they can actually use when conditions are uncertain, information is incomplete, and decisions must be made quickly.

​​Allen Tuttle

Vice President | CSO Advisory Group, LLC

Allen Tuttle is an experienced public-safety leader with nearly three decades of military, law-enforcement, command, operational, training, and community-engagement experience. Tuttle currently serves with the Indianapolis Metropolitan Police Department (IMPD) and has held a broad range of command, supervisory, and operational assignments throughout his career, including leadership responsibilities within IMPD's Community Engagement & Outreach Bureau. Prior to his law-enforcement career, Tuttle served as a Non-Commissioned Officer in the United States Navy, where he was trained as a cryptologist and Russian linguist and served in assignments involving national-security responsibilities. His professional background includes emergency preparedness, incident command, active-assailant response, multi-agency coordination, organizational leadership, spectator-sports security, executive and dignitary protection, verbal de-escalation, Crime Prevention Through Environmental Design (CPTED), and specialized law-enforcement operations. Tuttle has completed FEMA NIMS and Incident Command System training and specialized spectator-sports security training through the University of Southern Mississippi. He is a graduate of the IMPD Leadership Academy and has served as Leadership Academy faculty and a performance-leadership coach. His career has required extensive coordination among law enforcement, fire and emergency services, government agencies, businesses, community organizations, and other stakeholders—providing an operational perspective particularly valuable when developing emergency-management programs requiring effective public-private coordination. At CSO Advisory Group, Tuttle supports All-Hazards emergency-management engagements involving Emergency Management Plans, Emergency Action Plans, threat and risk analysis, operational response planning, active-threat preparedness, training and exercises, multi-agency coordination, and organizational resilience.
