K-9 Use of Force
Expert Witness & Consulting Services

Experience. Analysis. Operational Perspective
Police K-9 use-of-force cases require more than a general understanding of law enforcement. Proper analysis requires specialized knowledge of patrol K-9 operations, handler decision-making, training and certification, deployment practices, apprehension techniques, supervisory oversight, and reasonable use-of-force principles. CSO Advisory Group, LLC provides expert witness and litigation consulting services involving law-enforcement K-9 operations and K-9 use of force, led by Allen Tuttle, Vice President of CSO Advisory Group and a veteran law-enforcement commander with extensive operational and supervisory K-9 experience. Our approach is grounded in the facts and circumstances of each incident. Cases are evaluated through careful review of available evidence, applicable policies, training, K-9 practices, handler actions, supervisory considerations, and the sequence of events leading to and during the apprehension. The objective is to provide attorneys and their clients with an independent, fact-based professional assessment of the K-9 deployment and resulting use of force.

Case Review & Litigation Support
Each engagement begins with an objective review of the available evidence and circumstances surrounding the incident. Depending upon the case, materials may include incident and use-of-force reports, K-9 deployment reports, body-worn camera and other video, photographs, dispatch and radio communications, department policies, K-9 training and certification records, handler training records, veterinary or K-9 records where relevant, witness statements, depositions, pleadings, and other discovery materials. The analysis considers the incident as it developed, including what information was available to the handler and other officers at relevant decision points. This allows the expert review to distinguish between information known to personnel at the time decisions were made and information learned only after the incident. Services may include case evaluation, document and evidence review, identification of relevant K-9 operational issues, consultation with counsel, written expert reports, deposition preparation and testimony, and trial testimony.
Allen Tuttle
K-9 Use of Force Expert | Vice President, CSO Advisory Group, LLC
Allen Tuttle is a veteran law-enforcement commander and public-safety executive with nearly three decades of experience in law enforcement, emergency management, tactical operations, training, supervision, and organizational leadership. He currently serves as a Bureau Commander with the Indianapolis Metropolitan Police Department (IMPD).
A significant portion of Tuttle's law-enforcement career has involved specialized K-9 operations. For 15 years, he served as a K-9 Unit Supervisor, leading one of the largest Patrol K-9 units in the United States. During that assignment, he developed extensive practical and supervisory experience involving the deployment, training, certification, and use of police service dogs. Throughout his K-9 leadership experience, Tuttle personally reviewed thousands of K-9 apprehensions and assisted in the training and certification of dozens of police canines and K-9 handlers. This experience provided him with an extensive foundation for evaluating handler decision-making, deployment considerations, K-9 apprehensions, bite incidents, training, supervision, and reasonable use-of-force principles.
Tuttle has also testified in court and court-related proceedings concerning reasonable use-of-force principles involving K-9 apprehensions resulting in dog bites, including matters involving allegations of unintentional or negligent conduct. His broader law-enforcement career provides additional perspective when evaluating K-9 incidents. Tuttle's professional experience encompasses patrol operations, tactical law enforcement, supervision and command, crisis response, de-escalation, public safety, training, and multi-agency operations. He has also completed extensive professional training in law-enforcement tactics, leadership, emergency management, and crisis response. This combination of hands-on K-9 experience, long-term supervisory responsibility, review of thousands of actual apprehensions, training and certification involvement, command-level law-enforcement experience, and prior testimony provides Tuttle with an operational perspective particularly suited to the evaluation of police K-9 use-of-force cases.
Independent, Fact-Based Analysis
CSO Advisory Group approaches expert witness engagements with the same principle applied throughout our consulting practice: the analysis must follow the evidence.
Our role is not to advocate for a predetermined conclusion. It is to evaluate the circumstances of the incident, identify the relevant professional and operational considerations, and provide counsel with a clear, supportable assessment based upon the evidence available for review.
Whether retained by plaintiff or defense counsel, the objective remains the same:
Provide an independent, experienced, and defensible professional assessment of the K-9 deployment and use of force.
